Under para Authority to Establish a New HR System, page 7553, you say that NSPS will make the Department a more competitive and progressive employer. DoD could be more competitive now, by complying with the Pay Comparability Act, and raise DoD civilans and military pay to comparable levels with private industry. We don't need NSPS for this.
