The demonstration projects you talk about on page 7553 have indeed multiplied mission effectiveness. The difference between NSPS and those demonstration projects is that the demo projects were and remain well defined, open to employees, and stable. NSPS offers none of these characteristics. It will not multiply mission effectiveness.
