On March 9, 2004, Kay Cole James sent a letter to Rumsfeld, saying that he should develop issuances that were internal to NSPS, and only publish broad regulations. Turns out, this is what he did. If he adopted this strategy back in March or April of 2004, I'm sure he instructed DoD to begin drafting the issuances. In fact, there's nothing you can say that will make me believe these issuances aren't already written. So publish them now!
