Section 9901.108. There is a conflict of interest if “DoD will establish procedures for evaluating the regulations in this part and their implementation.” Program evaluation should be specific and determined not by the organization implementing the regulation. The evaluation period is not stated which conflicts with the Guiding Principles and Key Performance Parameters and Section 9901.101 which states “Schedule: NSPS will be operational and demonstrate success prior to November 2009”. The timeframe and parameters are not stated in the regulation.
