How I understand NSPS is there will no longer be yearly pay raises, does this mean the Congress, Senate and President no longer will receive their yearly pay raises either? Also, I always thought it was a Cost-of-Living allowance not a pay raise. The appraisal system is currently broken, I understand that, but the new proposed system is broken before it is implemented. It is totally going to be a quota system and the individuals that are in critical positions will get the higher ratings thus perserving their jobs and the so called workers/little people will always be at the bottom of the "food chain." I think this proposal should be taken back to the drawing board and worked and then when a better mouse trap is build bring it before the employees without trying to implement something that hasn't been thought through enough.
