Section 9901.313. “the overall amount allocated for compensation of the DoD civilian employees who are included in the NSPS may not be les than the mount that would have been allocated for compensation of such employees for such fiscal years if they had not been converted to the NSPS, based on…” This statement conflicts with the Guiding Principles and Key Performance Parameters which states “Be competitive and cost effective.” How is the system to be cost effective if the total aggregate amount allocated does not change? What fiscal benefits does the system have over the existing system?
