I am a DoD employee who agrees with the NSPS concept. It does, however, take away some protections of individual employees and relies more on senior managers and supervisors to “do the right thing.” And many do. But some do not. And while you do not want to craft legislation focusing on that minority, you need to put some teeth in the protections for workers from the Rambo’s who have a different and personal agenda. Also, I hope you will consider making separate from the pay pool what we refer to as the annual “cost of living” adjustments. I think it’s a fair thing to roll step increases and award dollars into a pool to reward and incentivize the workforce. But with health insurance and everything else costing more each year, I hope you will consider that Government employees are worthy of keeping this part of the current system. It is for ALL federal employees to keep up with inflation. It was never intended that only certain people in federal government might get cost of living adjustments while denying it to others, even in the same organization and locality.
