Anyone who believes that our comments will be taken into consideration is a fool. They'll be dismissed as the grumblings of an old, sedentary work force deathly afraid of changes. It is patently obvious that the current administration's goal is to contract out first the Department of Defense, then the rest of the federal work force. The first step is the enactment of this travesty of a personnel system. This system is so poorly-thought out and nonsensical, it seems as if it was done so on purpose. Not even a private sector company would operate so stupidly. I have a relative who works for a bank selling futures. His salary is part set rate, part commission but even he gets a cost-of-living increase every year - as does everyone in his department. I think any CEO of a major company would be appalled if someone suggested their employees compete with each other for simple cost-of-living raises. The reason this system seems to be designed so poorly on purpose is to drive federal workers out of the system which would then allow the current administration to say, "Look, we can't operate the government because so many of our worthless civil servants are bailing out. We now have to contract out all of these jobs." The sad part is that many non-federal workers in this country will believe this propaganda because no one is publicly refuting it. This should be national news as it is the selling of our government to private interests.
