Under NSPS what would Secretary Donald Rumsfeild's rating and pay be today if based soley on success vs failures? Oh, but he's GW's pick so he'll get the top rating/pay, right? What makes anyone think the system will work differently further down the totem pole? I'll take my 30+ years federal service to private industry where the boss may pee on me but I won't be told to enjoy the rain.
