Pay Band- I see this as a means of assigning a person to work anywhere regardless of the job or place they originially agreed to. It possibly will make it harder to obtain a higher high three average salary for retirement. This may be okay for the those who are GS-11's and above, but for those on the over end of the scale, it will just create a hardship. Personality will play a key role in whether you will get a raise. In the past the buddy system has created positions where all the buddies scratched each other backs and their favorites received promotion. I do not see why you would want to create more discontentment and unfairness than already exist. Some of us already carry the load and are not being rewarded. Performance Management - Unless there is a very strict check on this, the good old boys system (hunting buddies, etc.) will remain and will be sanction by law and a new title. Hiring and Staffing Flexibilities - This seems to be a method that would eliminate the civil servant with more than twenty years of service. It seems as though the older worker and his experience is not considered highly qualified. We have a law that states that it is illegal to discriminate because of age. It seems to be eliminating our rights and creating a dictatorship. If flexible hiring is a problem, then overhaul that part of the system. Training - Every since there has been a government, there has been training. It has not eliminated the things that need to be change. Perhaps training in psychology or hypnosis might work.
