9901.406 EVERYTHING IS ON THE EMPLOYEE .WHAT ABOUT HOW THE EMPLOYEE FEELS THE SUPERVISOR OR MANAGER IS DOING !HOW THIER DAY TO DAY OPERATIONS EFFECT THEIR PERFORMANCE , LOGISTICS , WORKLOAD , PARTS PROBLEMS ETC . HOW DO THESE EFFECT THE EMPLOYEE'S PERFORMANCE ? 9901.608 CURRENTLY WE HAVE CONTACTORS WHO ABIDE BUT DIFFERANT RULES .WHEN WORK SLOWS DOWN THEY GET MOVED TO A DIFFERANT COST CENTER . IF WORK SLOWS DOWN FOR A DOD EMPLYEE WILL THE NEW SYSTEM GIVE A SUPERVISOR THE AVENUE TO GET RID OF ? THE CONTRACTOR KEEPS GOING AND THE EMPLOYEE GETS RELEASED . 9901.907 I BELIEVE THAT GIVING THE SECRETARY THE POWER OF NOMINATING HIS OWN PEOPLE COULD VERY WELL MAKE THIS NSLRB BIASED . THE BOARD SHOULD BE MADE UP OF AN INPARTIAL PANEL OF 7 PEOPLE TO TRULY SHOW INPARTIALITY .I CAN'T BELIVE FOR SUCH AN INPORTANT TASK THAT ONLY 3 PEOPLE WOULD BE SET UP . ALL PRETTY MUCH PUT THERE BY THE SECRETARY ????!!!!! 9901.910 I HAVE WORKED FOR THE GOVERNMENT FOR ROUGHLY 27 YEARS . OVER THE YEARS THERE WAS A GENERAL CONCENSUS TO BRING MANAGEMENT AND THE EMPLOYEE TOGETHER TO SUPPORT THE WARFIGHTER IN ALL PHASES .THE WAY I'M READING THIS IT'S LIKE THE EMPLOYEE HAS NO SAY ON ANYTHING THEREBY GETTING RID OF THE LAST 20 SOMETHING YEARS OF TRYING TO DEVELOP A SYSTEM WHERE BOTH PARTIES WORKED TOGETHER FOR 1 PURPOSE , THE WARFIGHTER .WHAT ABOUT THE EMPLOYEE'S KNOWLEDGE ? 9901.912 DOES THIS PREVENT THE SECURITY GUARDS THAT WORK IN AND AROUND THE BASES AND FORT , DEPOTS FROM BELONGING IN THE UNION ? WHY ? THE UNION IS LOOKED OUT BY SOME VERY INPORTANT PLAYERS AS A PARTY THAT CAN BE USED TO HELP THE SECURITY OF THE NATION . SOMETIMES IT TAKES THE UNION TO ABLE TO VENT ABOUT THE SECURITY OF A DOD INSTALLATION . WHY TAKE THAT AWAY ? 9901.914 ( 2 ) ( i ) WHY WOULD YOU TAKE THE BARGAINING UNIT PEOPLE OUT OF THE OPERATIONAL MATTER ? DO YOU REALLY THINK PEOPLE THAT BELIEVE IN THE UNION DON'T HAVE THE KNOWLEDGE ON THIS . WE ARE NOT AFRAID OR SIT THEIR LIKE A STOOGE ! WE KNOW WHAT MAKES THINGS WORK AND ALONG WITH MANAGEMENTY WOULD WORK TOGETHER TO ACHIEVE THIS .THIS IS OUR JOB TO ! COORDINATION BETWEEN DOD AND OPM I STRONGLY BELIEVE THAT THESE TWO PARTIES WOULD DO WELL TO TAKE THEMSELVES DOWN TO THE EMPLOYEE LEVEL . GO VISIT , SIT AND TALK . THIS REALLY WOULD GIVE YOU THE TRUE ANSWERS THAT WOULD MAKE NSPS THE SYSTEM THAT WORKS FOR BOTH . RELYING ON COMMENTS FROM A SMALL PERCENTAGE OFTEN DOESN'T TELL THE TRUE STORY . WHY DOESN'T DOD AND OPM TWEEK THE SYSTEM THATS IN PLACE NOW ? THE OLD ADAGE IF IT,S NOT BROKEN CAN BE USED HERE .OF COURSE EVERYTHING NEEDS TO BE TWEEKED FROM TIME TO TIME . PERFORMANCE BASED PAY IF I WORK IN AN AREA THAT HAS MANAGEMENT BASED PROBLEMS AND I CAN ONLY PERFORM TO A CERTAIN LEVEL BECAUSE OF MANAGEMENTS INABILITYS TO CHANGE THINGS .HOW IS IT THAT THERE IS A GOOD CHANCE THAT MY PERFORMANCE IS GOING TO BE BROUGHT DOWN BECAUSE OF THIS THEREBY AFFECTING MY PERFORMANCE BASED PAY ? WORKFORCE SHAPING ---SUBPART F LENGTH OF SERVICE VS TENURE GROUP SCENARIO : TED HAS PUT IN 28 YEARS WORKING WITHIN DOD . IN THE LAST 2 YEARS HE HAS HAD A REAL ROCKY RELATIONSHIP WITH A NEW SUPERVISOR NOT WILLING TO TALK OR LISTEN TO TED'S IDEAS . THE SUPERVISOR IS CLOSED MINDED . HE LOOKS AT TED LIKE HE'S A TROUBLE MAKER . IN REALITY TED KNOWS RETIREMENT IS CLOSING IN AND HE WANTS TO GIVE WHAT HE BELIEVES IS VALUABLE INFORMATION . WOULD YOU WANT TO BE TED ? IN THE WAY THAT WORKFORCE SHAPING APPEARS TED IS GOING TO BE ONE OF THOSE EMPLOYEES THAT JUST VERY WELL BE RELEASED BY A HARDHEADED SUPERVISOR .I'M SURE THE SUPERVISOR WHO THINKS TED IS A TROUBLMAKER WILL USE THIS ELEMENT TO GET RID OF TED .. LABOR - MANAGEMENT RELATIONS WHY DOES NSPS LOOK AT THIS LIKE THIS IS A TIME CONSUMING DRAIN WHEN IN EFFECT THE DRAIN IS ON THE PROCESSES THAT ARE IN PLACE : LOGISTICS , RED TAPE , COMMUNICATIONS ETC .THE SECURITY OF THE COUNTRY WILL BE TRULY ADDRESSED WHEN THESE PROCESSES ARE DEALT WITH , NOT BECAUSE OF A UNION ISSUE .
