Comments:
1. How will GS pay scales be grouped together in the Band system? 2. If two or three are grouped together how will that not be a pay cut for some? 3. What re-course will be in place for managers who for one reason or another are not rated high and feel that if they are not getting rated high no one should? 4. If Labor Management Relations is changing then are you tring to tell us that unions are being done away with? 5. In one statemnet you are saying that RIF will change and in another you state that veterans Preference Principles will not change. Aren't veterans protected in RIF as it is now? 6. If NSPS is going goverment wide why is Pay under the Executive Schedule not changing? Is it not part of the goverment pay as well? Or is just that their jobs can not be contracted out?
