I went to a presentation on NSPS last week in Norfolk. It seems that with all the questions that were raised, it seems very confusing regarding some of the policies regarding pay, promotion, etc. I just got a step increase, and I indeed earned it. I work very hard at my job, and am totally dedicated to Government Service. My Notification of Personnel Action said that my "work performance is at an acceptable level of competence". Of course it is!! And then some. However, if my supervisor rated me at that level, it isn't clearly stated anywhere if that will merit a payraise. The program does not appear to have clear cut guidance for supervisors to rate workers, nor for workers to understand where they need to be. My number one concern is for this program not to turn into a "good 'ole boy network". If people really get rated solely on their job performance, this program will be fair. If a worker gets a good rating, and it's because the supervisor likes them personally, and the work performance is lower than average, or poor, then this change is totally unfair. In addition, we are at war. This does not seem to be the time to be making major changes in Government Service
