I believe this new system will be an injustice to DOD employees. The "good ol boy" system will play a good role in the rating systems. "Brown nosing" will be on the raise. Lets face it, anytime the government will change a system; it will not be for the betterment of the people. All rights will be taken away. How can you direct a civilian to relocate. Where are our civil rights? I think this system will be terrible.
