In a small activity, this new system has the possibility of working. However, in an activity this large in size, with the same people in upper mgmt that have been in those positions for years, this system will not work properly. These very same supervisors have continually abused the system for years. The real proof is right here: Supervisors help their friends lateral into their sections, promotional panels often are headed by personal friends of those competing for jobs, accretions were ordered stopped a few years back, because of abuse at this facility, cash awards are not distributed fairly. etc, etc. I don't care how much "training" supervisors will receive in "NSPS", they will NEVER truly change. And, this new program will take up an awful lot of a supervisor's time to work properly, which means they will have to know what work each individual employee is accomplishing. If supervisors haven't communicated with their subordinates all these years, what will change? Heck, my supervisor doesn't even know our names ( NOT KIDDING), and this person will be responsible for giving me a pay raise based on my performance? The mere fact that there is no "open" accountability, is another formula for failure. And, as been the case for many, many years, the quiet, hard-working employee will lose out.
