Reference: Paragraph 9901.342 Performance Payouts. Will the agency or command be legally obligated to disclose to their employees the values assigned to the various elements of performance payouts throughout their agency or command? That is, will employees know the total dollars in the pay pool, the value of each performance share, the number of shares per rating level, the assignment of pay increase/bonus/combinations? Is the agency or command required to set the value of performance shares and number of shares per rating level equal throughout their agency or command, or will each department set different values? If the values are not disclosed and/or set equally across a command, how will the system be fair and equitable to all employees?
