NSPS will not benefit the employees. This system will undermine employee motivation and dedication. The majority of Federal workers of today are very dedicated to their work, with perhaps the workers whose jobs are being taken over by A76 as the exception.Teaming and one supervisor per 15 employees was implemented in the 1990s and failed miserably. Annual Pay: NSPS will take away the stability of wages earned. What makes anyone think that supervisors left to their own means will be fair to all employees? Favortism, hostility and retribution would be held over the employees like dangling a carrot in front of a donkey to make him perform. Bargaining and filing a grievance over any aspect of pay or over a performance rating would be prohibited. The NSLRB concept is a joke. Incentatives like the cost of living increases, step increases, awards, etc. would be taken away and employees would be at the mercy of their supervisors and there are some unsavory people out here. Schedules and overtime could be invoked or changed without notice, hendering family life. Federal employees could be reassigned anywhere whether they wanted to go or not. Supervisors could use this ploy to force employees to quit by assigning them the most unpleasant duties. Supervisory training will include how to set and communicate clear performance expectationsand provide effective, ongoing feedback to employees on performance. They are supposedly trained to do that now. If it's not working now, why would it work under NSPS? Most military supervisors are ill equiped to manage a civilian workforce (my former immediate supervisor sure wasn't). And under NSPS the employee would have a very narrow avenue of processes available through Unions and EEO for countermeasures. Reduction in Force: "Greater emphasis on performance (over seniority) in retention will undoubtedly result in favortism and sucking up to the detriment of dedicated workers. I see NSPS as a system that will create a situation in which workers are in conflict with one another and afraid to speak out about harassement, violation of the law and workplace safety problems and there will be no impartial appeal system to assure that everyone is treated fairly. NSPS wants to abolish the WG and GS pay system, but protect the executive branch. If it's such a wonderful system why isn't it being emplemented across the board and 'everyone treated equally and fairly'??? The concept sounds "good" on paper, but will be a disaster for the employee in reality. Thank God I am so close to retirement!!! God help my younger coworkers, they'll need it. "IF IT AIN'T BROKE, DON'T FIX IT"!
