This NEW SYSTEM will just create a more hostile work environment and continue to favor the "good old boy" system. As it is now, the LTCs and COLs who retire on Fridays, return and fill the high level, GS-12,13, because they finageled the system for themselves. Now, the big thing they have done is TAKEN AWAY THE WELL DESERVED JOBS FROM THE CAREER CIVIL SERVANTS, and these double dippers will definitely milk the system if it goes to this "pay banding." And let's not forget that those military folks that come on board for a few years and leave many times HAVE AN AXE TO GRIND AGAINST THEIR CIVILIAN EMPLOYEES, and will take it out on them by not promoting them with well deserved pay increases. So, basically, if you are in the "click" you have it made and if not, you better start looking for another job, OUTSIDE of FEDERAL SERVICE!
