My comment is on the proposed regulations as a whole. There is a tremendous amount of fundamental information left out. The proposed regulations repeatedly state that more detail will be provided by “implementing issuances” at some point in the future. The future issuances will address major portions of the change from the GS to NSPS systems. Why can't we see the regulation as a whole before making a comment? I suggest that this proposed rule be withdrawn, re-written and re-published.
