NSPS scares me and I wonder what in the world is the real motive to create such an unfair system. I hope that our elected representatives are intelligent enough to see through this thinly vailed attempt to abolish the best democratic personnel system in the free world. We are not cooperate America, we are government employees! If we truely want to change how we operate, then train our supervisors to use the system we have. There are ways to manage employees fairly IF supervisors would do their job. I work in the Human Resources Office and know first hand that the only thing wrong with the current system is that the supervisors do not want to follow the rules. They would like an easy way to get what they want without having to be fair. No one wants to go to the trouble to fire someone, so they say it is the fault of the system if we have non productive employees but it is the fault of our supervisors not doing their jobs correctly. NSPS is not a fair system and will be abused horribly. I just hope that the present administration will wake up to the real problems and stop trying to create more power for the upper levels of government.
