I would like to address the "Pay for Performance" section and specifically request this regulation is left out. "Friend of the supervisor", or, better yet, "Related to the supervisor" would be a more accurate term. I have been employed at the Depot in Tracy for 31 years now and things have never changed since the day I set foot on this base. Nepotism and favoritism run rampant here. Apparently all the climate surveys that my fellow employees and I fill out never get into the right hands. There is no place for this in the United States government but yet it still prevails. I cannot imagine my supervisor allowing me a pay raise or even being able to keep my job if you allow the impementation of this regulation. Many of us have "fought" every inch of the way because of the way business is done here. I simply refuse to kiss anyones butt or belong to any click just for the sake of recognition or money. I will always stand up for my rights. Thank you for listening. Sincerely, Zachary Scott.
