I believe NSPS is good bottom line. I am concerned that the COLA's will be removed. What if your organization has a mail clerk positions that has little room for an employee to excel, be creative, etc? Will that employee not receive the equivalent of a traditional COLA? If that is the case, then the only objection or negative area that I see, is NO COLA could make a good competent employee remain for years without a salary increase. Although, they are doing exactly what we hired them to do.
