Even in a Military environment where things can change rapidly, I do not think that it's good policy for supervisors to be able to change the rules in the middle of a grading period--it's still like changing horses in the middle of a raging torrent. Flexibility can be put into the system without leaving the employee so vulnerable. This whole system is aimed at making the individual superfulous--the employee is absolutely disposable. The rules can change at any time for no reason at all and there's nothing that the employee can do. I don't have a problem with pay increases being based on performance but where are the standards and the checks and balances? There are none. This system will degenerate into the biggest kiss-ass system in the world! Raises will only be suggested by supervisors, they have to be approved by some board somewhere who neither knows nor cares about the individual employee.
