Single Process and Standard for Action for Unacceptable Performance and Misconduct, Page 7565 – It is stated in this section that “In particular, interpretations of Chapter 43 have made it difficult for Agencies to take actions against poor performers and to have those upheld. This statement is simply not true. Agencies across the country have procedures in place already to have poor performers removed. The bargaining unit agreement and other applicable policies and regulations that’s already in place. The proposed procedures have nothing to do with National Security, but has everything to do with taking away the dignity and morals right of our hard-working Civilians who are dedicated and honest in supporting our Troops in the field and who have made this country great. Civilians have been the backbone that support support our troops for many years.
