Sub-Paragraph C removes 40 years worth of Employee protections and replaces it with a 'Spoils' type pay system which grants absolute power to a small group of management. Never before in the history of mankind has absolute power in the hands of a few worked towards the benefit of the people. Instead, it works towards the personal enrichment of a few. The Republicans who gave us the Merit Protection System are now taking us back to Andrew Jackson’s Spoils System and they have not read enough history to even understand what they are doing.
