I want to express my EXTREME DISPLEASURE in the upcoming changes to work rules in the DOD, specifically, NSPS. I have worked for DOD for over 30 years. NSPS will treat the employees who help defend our country as the ENEMY! Most DOD employees work hard and are committed to doing a good job for their pay. I believe that mistreating the employees will hurt the agency's mission. NSPS will change the way workers are paid, evaluated, promoted, fired, scheduled, and treated. NSPS creates a system in which federal managers/supervisors are influenced by FAVORITISM (the Good Old Boy system) rather than serving the civil concerns of the American people. The FRIENDS of the supervisor will be given ALL the bonus money and the remaining 99% of the employees will be given NOTHING! This is CORRUPTION AT ITS HIGHEST POINT!!! With NSPS, a worker's salary will depend completely on the personal judgment of his/her supervisor. This system will FORCE workers to compete with one another for pay raises, which will destroy teamwork, INCREASE CONFLICT among employees and between employees and supervisors. There is NO guarantee that the best workers will receive a pay raise or that the pay offered will be fair or competitive. NSPS creates a situation in which workers are in conflict with one another and afraid to speak out about harassment, violations of the law, and workplace safety problems. Furthermore, there will be NO impartial appeal system to assure that everyone is treated fairly. America is at war. We are fighting for democracy abroad. But NSPS is an attack on workers' basic rights. NSPS will divert the attention of defense workers from the American soldiers' welfare to protecting themselves from abuse on the job. I urge you to force DOD to RETHINK this proposal. We DESERVE work rules that preserve fairness, and respect the rights of DOD workers. NSPS is NOT fair. NSPS will NOT work (look at how it crippled FAA!). NSPS will drive away all the good workers to private industry. NSPS is an insult to the DOD worker.
