I think that implementation of NSPS is good. It will (hopefully) provide compensation commensurate to education and background that the current system does not provide. Because the government will have flexibility to hire/fire/pay their personnel with this new system I also think it is fair if the worker have greater flexibility to apply/move to new jobs when such a move best suits the worker's career path. I would do away with the rule that an employee must stay in a grade/position (henceforth known as Payband) for one year before applying for another.
