There is a reason why the Civil Service structure evolved into how we know it today. Cronyism and abuse of employees. This new system will simply provide opportunities for Senior Executives and managers to take care of their friends at the expense of the taxpayers and less politically astute civil servants. True, the current system provides plenty of opporutnies for abuse through awards and promotions but the NSPS will open the floodgates. Poor performers can be and are removed under the current system. Those who disagree clearly haven't worked in the trenches. With all its flaws--and there are many--time will show the current system is more effective than this ill-thought tool for cronyism.
