This is a general comment relative to the entire NSPS effort. There is nothing in the GS system that limited supervisors' ability to hire, discipline and fire employees. What has been missing in gov't is supervisors/managers who understand how to utilize the system effectively. If NSPS is to work, there will be a need for significant training and monitoring of all supervisors throughout implementation process and beyond. If the goal here is to somehow mirror private sector practices, we would do well to look at how ENRON and many other corporate examples treat and have treated their employees. I don't think good gov't wants to emulate them.
