NSPS has been written without consulting Unions, the AFL-CIO or any other Federal Regulatory agency. Also the time line between the time of the purposed rules and regulations was announced, and the time NSPS is supposed to start the first phase, is very short.This was done with the sole purpose of keeping the unions and agencies from mounting a serious opposition to the system in time to have a major inpact. Many employees at this date still does not know full details to the impact of this system. We've had only one briefing by our military comander last summer about NSPS and basicly was told that while this is a big change, not to worry about it, that NSPS was the best thing to happen,, at no time was the union allowed counterpoint time to truly explain the negative impact NSPS will have on anybody who is not senior management. No system is perfect but the one in place now has worked pretty good for many years,,yes improvements can and should be made, but those changes should be made by ALL parties affected, IN GOOD FAITH !! and not to benefit only the few.
