Comments:
Although one of NSPS main points is that federal employee's salary will be based upon performance, the fact the budget is used to determine the number of employees in a group limits the supervisor's ability to justly compensated the majority of their best employee's for their performance. It is also naive to believe that all management will be objective in their evaluations - some will - others will not. My recommendation is to apply and enforce and streamline the current personnel system.
