Racism, sexism, favoritism and discrimination continue to be a widespread problem throughout DOD. These problems need to be seriously addressed before this progam is implemented. I am reminded of the unfair practices used when recommending employees for Sustained Superior Performance Appraisals. Supervisors/managers were extremely reluctant to nominate employees for such awards simply because they didn't want to bother with the justification. When rating periods roll around now, employees are being told they haven't lived up to their potential thus requiring a downgrade of their annual rating without being informed of any problems during their mid-term appraisal counseling. This system will do nothing more than provide a way for managers and supervisors to reward their pets. There are a lot of hard workers who go unnoticed due to managerial indifference. You can never have a fair system while jobs, promotions, awards and good performance appraisals are based on race, gender and veteran's preference instead of just plain old good qualifications. This new system is a slap in the face to the government employees who have put in years of tireless service in support of our soldiers and military services and to those who will follow in our footsteps.
