General Comment- I spent 21 years in the US Navy and my rights there were better protected and clearly stated than any thing that is in this current piece of work. This is a demonstration of the complete and total lack of care and concern that the current administration has for its government employees. The Bush administration is obviously trying to “out source” the entire work force regardless of the fact that every study of outsourcing of government jobs shows that it is not cheaper or more efficient. You can not send classified work over seas to India, our shipyards and facilities are all state side, and the infrastructure to accomplish the things we do exists nowhere else. This is nothing more than a thinly veiled attempt to ensure that the big business buddies of the current administration continue to get richer and that the middle and lower class citizens of this country are forced to pay the bill and suffer from the resulting degradation of services from the outstanding services provided by the current work force.
