I just received an email from the Army NSPS Program Manager (1537 hrs, central time, 10 Mar 05), informing me that this proposal has been published in a Federal Register Notice, and inviting me to review and comment on the proposal. While I applaude the email, I must say that I am deeply disappointed in the timing of it. The FRN has been out on the street for three weeks. The Army is just now informing it's employees of it's existence, thus affording them only a week to review and input comments. I can only hope that the other services have notified their employees in a more timely fashion.
