I can't specifically identify the sections but as I have read the proposal I got enough informations out of the proposal that the Federal Civil Service Workers are getting screwed again, again, because of budget cutbacks. Why are you changing a system which has been around for years, and everyone was pretty happy. You are giving more power to management again. The hard working lower level (pay) civil service worker will have to suck up to the Boss to get a raise. Sorry folks but this system you are trying to implement will have no good results on the short or long term.
