It is high time that a program recognizing and rewarding higher achievers is put in place. I have worked for the federal government for eleven years (this makes me a youngster compared to most in my organization). During this time I have taken advantage of as many programs as I could to develop myself professionally, including attending night school to obtain a masters degree. I continuously have taken on assignments beyond my grade level. What has been the most difficult to digest is that for all of my 'extra' effort there really has been no reward. I make less than my grade-equivalent, less-productive co-worker who has 20 years with the government. If a reduction-in-force takes place within my organization (as is expected), she will stay and I will be released even though I am far more productive (no brag, just fact). This is not the way to run an organization. Not only does the current system discourage people from excelling it protects those who are underachievers. A private company would go under with policies like this. My only concern with the new program lies with supervisors. They may not always make determinations objectively which could damage the new program's reputation. Others will take the easy way out and give every employee the highest pay band possible (or equivalent salaries for the same grade) because they don't want to rock the boat. There definitely needs to be a checks and balances system in place to prevent this. Overall, I am looking forward to the program and hope it can be implemented soon.
