Comments:
The terms 'different rate ranges and provide different rate range' and 'adjust the minimum to maximum rates,' Paragraph 9901.321 (e) provides broad, absolute powers to DoD. It abolishes all standards an Employee can expect to be judged by and leave the Employee wondering where he or she fits into the system. It will lower moral and lower productivity.
