The NSPS places too much authority in the hands of the supervisor. The new system is not objective at all and employees are at the mercy of the supervisor. If you have a good supervisor then you have no problems. From my 30+ years with the government I have experienced many types of supervisors. We are not better off with the new system. Supervisors will continue to rate and give themselves the highest ratings and award themselves the largest awards and bonuses. Things have improved in the last fifteen years but this new system will turn the clock back at least 20 years. I agree, the process should be easier to remove poor performing employees as well as poor performing supervisors. Employees should have some say in how management is performing. The new system ignores employees totally. I have worked in offices where the only employees rated outstanding were the supervisors. I still feel our current system is better than what is proposed. Supervisors that sit around 9 hours a day surfing the internet and playing games should not be promoted or rewarded for setting bad examples. I see it happening every day and the new system will not correct the problem.
