I believe the proposed NSPS system will be an improvement to the old step-oriented system that is in place now. The people that are against itare mostly the ones in high GS positions already and have their high salaries locked into place by the current system. All they have to do is show up to work and collect their giant paycheck. People at the lower levels like me at the lower GS levels have to pack up our families and move all over the country if we want to find a higher GS level job, and even then we more likely won't get the position because the place we are trying to get the position already has their own "Good old Boy" picked out for the position. It would be nice to be able to stay in the position I am in right now and excel at what I am doing and be rewarded financially. If you know you are going to get a raise just by putting the time in, it is human nature to do that, just put the time in. Pay for performance will give DOD employees an incentive to work harder.
