My understanding of the new reg. permits DOD to assign Civilians anywhere in the world, even to a war zone, with little or no notice. The current system only permits such actions in specific jobs were deployment is in the job description and was a prerequist for employement. Therefore, It appears the new reg. is a BACKDOOR DRAFT to say the least. Most civilians have no desire to perform duties in a War zone and were never told of the possibility of such "MANDATED DUTY".
