Pay and Pay Administration Subpart C Performance Pay-Annual Performance Based Payouts The amount of money awarded to each individual as a result of their annual appraisal must be publicly posted on an installation-run web site within one or two work weeks of the awards being made. This will publicly recognize good performance and since all awards (to include other performance payouts such as extraordinary pay increases and organizational achievement recognition) are posted there it will be very easy for observers to detect if the awards are truely being made based on performance vice cronyism. This 360 degree evaluation of the awards process will help sell this system to DOD civilians since it will help ensure the fairness and openess of the performance based payout part of the NSPS system. Performance Pay Pools Membership or who is assigned to the pay pools must be publicly known as is the amount of money available for the pay pool that fiscal year for performance awards. Suggest requiring the information be posted on a password protected website maintained by the installation supporting the pay pool. Too many times in the past uniformed military leaders have used money available for paying civilian bonuses to meet operational requirements without regard to the impact on the long term civilian workforce. This change will also help sell the NSPS to DOD civilians because it provides additional openness to the performance pay aspects of the system.
