I think NSPS will dilute the work efforts of the already quite industrious federal worker because it will over the long term lower their morale and distract them (with worry) from their duty performance competing for dwindling funds to feed their family and run their programs, unless you pay them what they are worth. In a system where somebody has to lose and minute differences in performance can be magnified in the performance review system, and all are performing well, nobody wins.
