I am a GS-13 Supervisory Training Technician. I have some concerns about the pay bands and how they will be decided. I believe all senior supervisors should be in the same pay band and should not be lumped into a pay pand with their subordinates. In the Army school I am assigned to their is only one GS-14, about 8 GS-13's and about 8 GS-12's. If some of the proposals I have heard about to band all GS-15's and GS-14's into one pay band, and band GS-13 through GS-11 into another pay band are true - the system would be vitally unfair to those who have attained GS-13 supervisory status in many ways. We would only have one person in our school represent the school on a pay band board to decide the pay raises of virtually all of the civilian instructor and supervisory personnel. This would very quickly degrade the proposed system by turning into a popularity contest and a good Old boy system. The GS-13 supervisors should have a chance at sharing the upper pay band, especially since the population in the 1712 job series includes so few GS-15 and GS-14 employees. It is quite possible that if the senior supervisors are in the same pay band as their subordinates - after a period of some years the subordinates could actually be payed more than the supervisors for doing less work and having fewer responsibilities. This would also work to ensure an unfair system and cause a very demoralizing effect ont he supervisory work force.
