General implementation: 1. Within USACE / SWD / SWL I have little confidence in the ability of senior leadership to implement and manage the pay banding and performance evaluations of employees in a fair and equitable manner. The good 'ol boy network is alive and well within Little Rock District when it comes to promotions, awards, etc. The senior leadership is inbred with the majority of the people in grades 13 and above having spent their entire govt career within the bounds of the district. There are no assurances that people will be placed in pools and bands comensurate with their performance level and that future performance evaluations will not be tilted to favor a person's social standing within the district community. 2. With spiral 1 only a few months away neither SWD nor SWL have taken visible steps towards developing an implementation plan. People should be given the opportunity to review and provide input to their pool / band placement prior to implementation. This won't happen with the military commanders pushing the system down on the civilian employees with little regard to anything but their personal career goals.
