I have two concerns with the proposed regulations: 1) The pay for performance concept is an admirable goal but cannot be implemented fairly. Reality dictates that tenure and personal relationships bias objective ratings. The new rules will only exacerbate this situtation by perpetuating favoritism. 2) I am opposed to the erosion or loosening, as has been stated in the press, of the personnel rules for due process and collective barganing. The sales pitch is that it will allow DOD more flexibility in hiring and retaining a competitive work force. My opinion is that this is a slippery slope which will result in unwarranted diciplinary actions, terminations and lower employee morale. While I do recognize that there are under performers throughout the Government, by and large, I see honest, hard working employees striving their best to serve the public interest. Erosion of these human resource protections can only hurt the quality of our work force.
