Workforce Shaping. Current RIF procedures should not be changed to the NSPS proposed version with additional work. The current procedures have been instituted after many years of problems (including the shooting of a President), and refined and balanced over the years to provide a modicum of equity for employer and employee. To make an overnight change that is so drastic, with so little direct consultation with those most affected, many of whom have years of solid honorable performance and foregone other potentially more lucrative private ventures for lower pay and slightly more security in the service of the government, is inviting potential disaster far worse that anything the current system has to offer. Retain the current RIF procedures.
