Subsection F. The proposed changes given in this paragraph have nothing to do with performance, instead the changes introduce the Spoils System. The NSPS Proposal enables the Secretary of Defense or Management to manipulate the rules to obtain any desired results. Fairness standards are removed in place of rules giving Managers the 'flexibility' to punish good Employees that they personally do not like and hire in and reward family/friends.
