The intention to implement NSPS may be good but making the system work is easier said than done. It is a change it will take time for people to get use to. I do have some concerns that I would like to mention. There are still too many unknowns, i.e., pay banding (who will fall where), what type of formal process will there be if the good ole boy system is involved. I would say one of the biggest concerns is the pay determination portion. The current pay portion of the system may not be fair to all but it is fairly cut and dry, you get your salary, locality pay, wigi's, and performance awards (when you deserve them) annually. Supervisors of course, already have a big play in the performance award portion of this. With a combination of these, you pretty much know where you stand, at the present time. IF you have a fair, ethical, and knowledgeable supervisor you will be okay with NSPS pay portion, but some employees who have military supervisors may get a new one every couple of years. We are dealing all with human behavior and many personality types with the NSPS and there is no real black and white when there is not somewhat of a cut and dry system. It is really hard to know what is going to happen until it is in place for awhile. Whether it is good or bad, I don't know. I know the AF is all about change but they do say if it is not broke, don't fix it. I am not sure if I am for or against this change, neutral is my stance for now.
