603 – Displacement Rights This paragraph states that Employees are retained based on 'the Retention Factors.' However, Retention Factors are totally ambiguous; in effect, it eliminates Seniority and Veteran’s rights when it brings in such other Factors 'as the Secretary considers necessary and appropriate.'
