605 – Competitive Area subsection (d) Totally unfair, they can restructure Competitive Areas 90 days before a RIF, giving the Secretary of Defense authority to lay-off who ever he wants. Seniority and VA Protections are out the window. Has Employees unfairly competing instead of cooperating.
